Gilbert, Arizona, one of the fastest-growing communities in the United States, has embarked on an ambitious journey to become the "City of the Future". This mission is driven by innovative solutions that anticipate change and create a sustainable future for its residents. Background: Maintaining Cleanliness and Road Safety

The Gilbert Public Works Department is committed to maintaining a clean, visually appealing environment and ensuring safe, quality roads. To achieve these goals, the department addresses two critical areas: graffiti removal and pothole repairs.

Graffiti Removal: The goal is to remove 90% of graffiti reported by residents through the Gilbert 311 system. Challenges include:

  • Accessibility Issues: Certain graffiti locations, such as those under bridges, may be unreachable.

  • Duplicate Reports: Multiple reports for the same graffiti can complicate tracking and resolution.

Pothole Repairs: The goal is to repair 90% of potholes reported by residents through Gilbert 311. Challenges include:

  • Data Quality: Variations in reporting and tracking potholes can lead to discrepancies, such as a single pothole requiring multiple repairs or multiple potholes being reported as one.

  • Road Condition Assessment: Potholes are one aspect of road condition. The department uses a Pavement Condition Index (PCI), ranging from 0 to 100, to assess road quality. Roads with a PCI of 40 or below are scheduled for reconstruction rather than simple repair.

  3. Track Pothole Repairs: Analyze pothole repair requests, completion rates, and assess the overall condition of road segments using the PCI.
